It is easy to ignore a problem if you do not measure to know the extent. While BCBSNC was aware there were data quality problems, they were not prioritized until we measured the problem. We created a simple reporting system and a communication plan that brought attention to the DQ problem. Combining methods studied in Business Administration/Management and Organizational Development with methods learned from Crosby's quality management programs and information quality improvement, we created a DQ program that changed BCBSNC's corporate approach to data quality. This presentation describes the challenges faced by Petrobras, one of the world's six largest oil companies, to implement a continuous improvement process in its IT area. Up to the year 2000, Petrobras had invested significant time and money trying to build an Enterprise Data Model and a unique approach to document and manage a Software Engineering process. In 2000 the IT area was completely restructured, and in 2001 it set a goal to become ISO9001: 2000 certified. In August/2002 the IT area received its certification, and the Petrobras SEPG (Software Engineering Process Group) was created.
Using a maturity approach and managed processes allowed Petrobras to successfully face challenges such as Implementing Business Process Modeling Techniques and to successfully incorporate the Business Unit's IT department into the Enterprise IT Division. You learn:
